Drone Regulations in Jordan : Legal Requirements, Restrictions, and Guest Responsibilities


Overview
Jordan enforces strict laws regarding the import, possession, and operation of drones. These laws are regulated by multiple government bodies and apply to both residents and foreign visitors. Understanding these regulations is critical before planning to travel with a drone or intending to use one within Jordan’s borders.


Are Tourists Allowed to Use Drones in Jordan?
In general, no. Tourists and most private individuals are prohibited from flying drones in Jordan unless they have received explicit authorization in advance. Unauthorized use of drones, whether for recreational or commercial purposes, is considered a violation of national airspace regulations and may lead to heavy penalties, confiscation of equipment, or legal action.


Who Can Legally Use Drones in Jordan?
The use of drones is highly restricted and is permitted only for individuals or organizations that fall into one of the following categories:

  • Official Media or Production Teams: Companies involved in filmmaking, media production, or professional photography, coming to Jordan specifically for that purpose and with documented approval.

  • Promotional Projects: Visitors or influencers working in partnership with the Jordan Tourism Board (JTB) to promote tourism-related content, subject to pre-approval.

  • Government Entities and Diplomats: Includes government ministries, defense, and official diplomatic missions.

  • Jordanian Authorizations: Individuals or organizations that successfully apply for drone operation clearance through both the Civil Aviation Regulatory Commission (CARC) and the Ministry of Interior.

  • The Royal Film Commission and the Jordan Tourism Board (JTB) also have authority to grant special filming permissions.


How to Obtain Drone Authorization in Jordan
All requests for drone use must follow the procedure outlined by the CARC. Applicants must submit a complete form at least 10 working days prior to the intended drone activity. The process includes:

  1. Downloading and filling out the official application form:

  2. Submitting the following documents along with the form:

    • Valid passport copy

    • Proof of insurance coverage

    • Certificates of drone operation training (including any licenses or flight logs)

    • Full operational details: planned date(s), location(s), purpose of use

Applications are reviewed by the CARC in coordination with the Royal Jordanian Air Force and other relevant authorities.


Important Flight Limitations (For Approved Drone Operators Only):

  • Maximum flight altitude: 121 meters (approximately 400 feet)

  • Maximum operational radius: 500 meters from the pilot

  • Total flight duration must not exceed 3 hours

  • Drones must be electric-powered, weigh less than 25 kg, and have built-in geofencing and electronic identification

  • The pilot must be at least 21 years old, trained, and fully insured


Bringing a Drone Into Jordan: Mandatory Sealing Procedure
Travelers entering Jordan with a drone must report it to customs upon arrival. Authorities will require:

  • A 500 JOD deposit

  • The drone to be sealed in its container, with the seal to remain unbroken throughout the stay

At departure, guests must present the sealed package. If the drone is confirmed unused, the deposit will be refunded. Violating this process may lead to the drone’s confiscation or additional fines.


Can Jordan Horizons Tours (JHT) Help With Drone Permits?
Unfortunately, no. JHT is not authorized to assist or apply for drone approvals on behalf of clients. All approvals must be obtained directly by the applicant through the appropriate governmental authorities.
